PMO Lead

ROLE OVERVIEW

The PMO Lead is a senior program manager responsible for leading the Program Management Office team and ensuring that strategic priorities translate into operational outcomes. This role manages all governance, reporting, cross-agency coordination, and organizational change management functions for the engagement, serving as the primary accountability point for PMO team delivery and the day-to-day management engine that converts analytical and financial intelligence into implemented action.

KEY RESPONSIBILITIES

  • Lead and manage the PMO team, overseeing governance framework development, RACI maintenance, reporting cadences, and cross-team coordination.
  • Develop and manage the program governance structure including steering committee charters, escalation protocols, and decision logs.
  • Manage the operational cadence of all priority program initiatives, tracking milestones, resolving blockers, and ensuring commitments to executive stakeholders are met on schedule.
  • Oversee development and delivery of legislative briefing materials, testimony support packages, and stakeholder communications for executive and oversight audiences.
  • Lead corrective action plan tracking and remediation management for outstanding audit findings, including assignment of owners and monitoring of milestone completion.
  • Manage cross-agency coordination with oversight bodies, regulatory agencies, and partner organizations, serving as the connective tissue across all relevant government entities.
  • Oversee organizational change management activities including staff readiness, process adoption planning, and resistance management.
  • Lead development and delivery of Monthly Executive Reports, Quarterly Business Reviews, and other formal reporting artifacts in coordination with team leads.
  • Manage scope, risk, and change control processes for the PMO team and escalate program-level issues to the Client Engagement Lead.

QUALIFICATIONS

  • 12+ years of progressive experience in government consulting, public sector program management, or health and human services advisory roles.
  • Demonstrated experience leading PMO functions for large, complex government engagements with multi-disciplinary teams.
  • Deep knowledge of Medicaid or state health and human services program administration.
  • Experience managing executive-level stakeholder communications, legislative briefing preparation, and testimony support in a government or regulated environment.
  • Proven track record managing corrective action planning, audit finding remediation, and OLA or equivalent oversight body coordination.
  • Strong written and verbal communication skills with experience presenting to senior government and legislative audiences.
  • PMP or equivalent certification preferred; MPA or MBA a plus.
